Having stutter problems with high fps and good specs. Will pay someone for the fix.

I play rocket league and I average 200-250 fps and it fluctuates which is fine. But every minute or so there is a hiccup or stutter it seems like. Then after a while after playing my computer starts doing it more often. I play on 60hz so theres no way i should feel these. I can't use v-sync because there is to much input lag. Had this pc for 2 weeks everythings clean. Please help me fix.

Things i've tried:
Reinstalling Drivers
Updating drivers (all up to date)
Cleaning up programs i dont use.
Checking hdd for errors.
Capping FPS (Tried multiple same issue)

My GPU temps stay around 55c - 65c
My CPU temps stay around 40c - 50c

My specs:
GTX 1060 3GB
Ryzen 5 1600
8GB DDR4 2133
1TB 7200
ASRock AB350M-HDV
Windows 10 64bit
60hz Monitor

    update bios of your mainboard is what has been suggested

  4. Run Malwarebytes, turn off background programs. Only install whats absolutely necessary.

    Ran Malwarebytes it found 1 threat, but i dont think it was to serious. I have nothing really installed except drivers and 1 game.

    It was a PUP file i dont remember exactly it was from downloads.
