  1. Perhaps your best bet would be to do some research & reviews on the Ryzen 7 1700, same for the many motherboards currently available which support the AM4 platform, & if after doing so still have specific concerns, perhaps ask then.

Fan support, or cooling support, on any system depends chiefly on the chassis you use & personal preference. The computer case you choose dictates the dimensions and maximum number of fans able to be mounted on it. Personal preference, i.e. budget, whether your system has adequate temps/airflow you're satisfied with (or not), preference as to noise, all & more play a role in type of fans used in any system, regardless if from AMD or Intel.

My personal choices, after months of research were:
    - ASRock Taichi. Best current board, imo
    - 1600x. Best overall-all-around bargain for performance for my uses.
    - G. Skill Flare-X 3200 RAM
    - Samsung 960 Evo M.2

I think your budget is the starting point. If you have settled on the 1700, that's great! I didn't want to spend over $250 on a CPU and the 1600x has great and comparable performance across the board.

Start with your budget and what parts you need. I assume you're starting with no parts to migrate from an older PC? Get a good case with good reviews for airflow. Good fans. No need for water cooling, good air coolers will be enough. LOTS of threads here so dig and read and you should find lots of answers to general questions.
