Framerate drops with mediocre cpu/gpu usage + 1080TI + 4690k OC

I have an issue in games like gta v or ark survival where my framerate drops when my cpu/gpu are nowhere near 100% utilization. I can play something like Arizona sunshine on my Oculus Rift CV1 without any issues and can max out my GPU utilization on that. For games on my monitor I generally run vsync on because it bothers the hell out of me when I get screen tearing. I haven't noticed any difference in framerate drops with vsync off.

My rig:
CPU: i5 4690k OC @ 4.5ghz (stock 3.5ghz ring clock still though)
GPU: 1080TI
RAM: 16GB Crucial Ballistix DDR3 @ 1866mhz
Motherboard: Z97 PCMate (MS-7850)
Monitor: Ultra-wide AOC (2560x1080)
PSU: 650 watt Coolermaster
Storage: Windows 10 on a 128gb SSD, and all my games on a 7200rpm HDD
Other peripherals: Sound card on my other pcie port

I just bought the new ram because I thought ram may be the issue because I stupidly had two different brands for 8gb each. I can return this ram this week to a local store still though. I was also considering my PSU may not be enough power, but I can run heaven for 100% gpu usage and add on prime95 for 100% cpu usage, so I am becoming skeptical of that.

It's becoming pretty frustrating since I can be playing ark at highish settings (only epic textures) and have framerate drops while at 60% cpu/gpu usage or something. I'm kind of at a loss as to what is causing this and I just want to get my moneys worth out of this gpu. I run Malwarebytes every once in a while and have AVG, so I don't think viruses are an issue here. I'm just wondering if my motherboard cannot support the power of my gpu or if the ram is potentially still limiting me?

Same thing goes for gta v where I have a lot of the graphics settings cranked (this actually maxed out my cpu at stock speeds and lead me to overclock it in the first place) and I'm running like 60-70% usage on the gpu and I'll see my framerate drop to 55fps or something with nothing maxing out from what I can see on the cpu or gpu.

I have also tried fallout 3 in vorpx for vr and I'll have like 30-40% cpu/gpu usage and be hovering around 75 fps. I have no clue why that won't hit 90fps.

The backup plan here is going and getting a 7700k, 16gb ddr4, and a new motherboard. However, I don't want to go spend $800 :(

I hope you guys have some ideas for me. I appreciate any advice that is thrown my way.

    Fallout had stupidly large textures that would cause spikes due to loading times,I think they fixed that though I am positive that the modding community came up with a better compressed texture pack almost immediately.
    Try lower textures in ark/gta as well.
