  1. 4gb is waaay to low according to today's standard. After clean boot my Windows 10 uses around 4.8gb RAM (i have paging file turned off).
Get more RAM, 8gb should be absolute minimum, RAM is so cheap these days that it shouldn't even be an issue getting 16gb+ RAM for any serious pc gamer.

  3. It's not a problem with your ram either,it is very little ram and you should get more but it's not the problem.
Problem is with the games main thread which is crippling the performance of all the other threads, best noticed while loading in the video you can see that if you change the main thread from above normal to lowest all other threads do their work in the small window you see the normal behavior where the other threads just don't get executed.
The unchanged game gets into the game at 6:25' :o and you can see how badly it runs.

His problem is definitely because of RAM limitation.
I just booted my PC (3.2 GB RAM in Use) and then ran GTA V and my RAM usage went to 8.6 GB, max details 1080p resolution.
I am surprised to see that OP can even run GTA V with 4 GB RAM, i guess every reasonably new OS these days uses between 2-3gb of RAM itself with various applications loaded and with absolute minimum details GTA V would still need 2-3gb RAM.

Yes its true OP can do better with a faster CPU but pairing GTX 1060 with 4 GB RAM is a very bad mistake, heck even GPU have more VRAM then system RAM.

  5. You neex more ram. Stuttering is a common issue with GTA V when you don't have enough ram. With gta v you want atleast 8gb.

  6. Windows requires 4gb minimum to run properly and your trying to play GTA 5 that requires 8gb to run properly.
Update your ram to 8 or 16GB to solve your issue.
