Stuttering when first launching a game (Especially after playing a different one)

Exactly as the title says. I'm guessing it's a HDD issue, but every test I've done with CHKDSK, defragging with Auslogic, etc, etc, has come back with the numbers being fine. I can go from playing something as simple as Rimworld (Noticeably hangs when loading a save file) or something like Mass Effect: Andromeda where I have to sit in place for a solid minute or two after it's loaded before it cooperates and stops the stuttering. I've also run Memtest86 in case it was a RAM issue. It (generally) goes away after playing the game for a few minutes, but it's incredibly annoying in the meantime. It's also noticeable when it's loading assets on the fly.

Anyway, my specs:

8 gigs DDR3 RAM @ 1333.
1050ti SC 4 GB
500 GB 7200 RPM HDD.
i5 4690k @ 3.5 Ghz.
W7 64 bit

  1. Have you over clocked your PC?
If so just put that back, bcoz ur PC doesn't need oberclocking for those games and.its overheating due to that.if not lemme.know

No, I've left everything at stock so far.

  3. Your RAM could be the issue here. Programs load their data into RAM while running, making for shorter load times. If one of your RAM sticks is dying, that could be causing your loading lag.

That's what I thought initially, but after running a Memtest86 everything came up clean.
