GTA V Severely Underperforming on a GTX 1060

Bad things happen when I attempt to play Grand Theft Auto 5 on my gaming PC. I have a video of my performance using Shadowplay right here: https://www.youtube.com/watch?v=__9N2w5bKco (Forgive me for the lackluster editing AND the video I had playing in the background :P A few of you might think having chrome open while playing hinders performance, but so far watching the frames counter on the bottom of my screen, having it open only lowers FPS by about 2 frames.) but if you don't want to watch, I get sub 50 fps, dipping into high 30's, with a LOT of stutter in some areas. My lag seemed to be a tad camera shy though, since what you see in the video is actually BETTER than the performance I had the day before (sub 30fps, more stutter). There is obviously a problem, and a suspect: The FX-6300. It runs at 96% load at times while playing. Is my CPU the sole culprit though? I've searched YouTube for people benchmarking GTA V on High/Ultra settings with my same GPU and CPU, and they get solid 60 FPS, sometimes better.     Its the 6300.
    As you said, its running at 96% load. Chances are, your 1060 is running under 40%. Another factor is that GTA V is heavily dependant on the CPU unlike most games. I would recommend a CPU upgrade ASAP.

    the first video you posted is unavailable but i would expect much better fps with those settings than you're getting.. even with the fx 6300.. what temps are you hitting for the gpu and cpu whilst playing ?
