New PC Build Storage Problem

CPU - I7-7700k
RAM - G Skill V Series DDR4 2X8 GB (16 total)
PSU - Corsair 750 watt modular
Storage - Samsung EVO 850 250GB SSD
Storage - Western Digital Caviar 1TB
Case - Corsair 450D

I hook everything up except the 1TB hard drive and install windows from USB onto the SSD. I unplug the PC from power and hook up the 1TB hard drive and try to get some of the cables out of the way. I try to boot the computer up again and it just cycles power to the fans and motherboard continuously. So then I unhook the 1TB hard drive and it books back up to windows from the SSD.

So I hook up the 1TB drive again and put the panels back on figuring everything would be good to go. This time however it doesn't recognize the SSD and just shows the 1TB drive in the bios settings. The only thing I can think of right now is maybe when I put the panels back on I really had to compress the cables down to get it on and accidentally disconnected the SSD. I am at work now, but any other suggestions on what to do would be appreciated.

    1. In BIOS, make sure the SATA ports are set to AHCI.
    2. plug the HDD to some other SATA port.
