Plex Servers for in-home streaming? Recommendations for build?

I'm looking to build a Plex server.
Now that AMD's Ryzen is out, Intel's CPU's now look appealing since I'm not pulling out a mortgage to buy one.

Any CPU: Be it AMD or Intel... Not looking for super expensive things like an i7. This Plex server will simply be streaming to in-home devices. A 360, 1 PC, a tablet, and another device; This one can vary. They'll never be on all at once streaming, though. So do keep that in mind.
I just need to know what CPU and GPU the community thinks I should get if they've got a cheaper solution that can still get the job done with no lag at all. Network speed is not an issue here, I have that covered :)
I just need the server to be able to stream 1080p to 1 or two devices simultaneously.

I've debated on 8GB RAM, an i3-7300 or waiting for the R5-1400 and either one of the two paired with a GTX 950. Thoughts?

    This host is a data source. No graphics card required. Get a celeron or pentium. Call it done.
