GPU Usage below 30% resulting in very low FPS

AMD FX - 8350
Gigabyte GTX 1050 Ti 4GB G1
MSI 970 Motherboard
10GB DDR3 RAM
Games on:
HDD - WD Blue 7200
Temperatures are always below 40 for the GPU and below 50 for the CPU.
I have currently started testing only CS:GO as my previous game of choice GTA V takes too long to load and also use MSI Afterburner to get the usage and temps.
CPU usage is normal on CS:GO being at around below 60, but the GPU seems to be lacking being always below 25%. I have recently installed the motherboard, GPU and CPU and also 4GB of the RAM and have installed every needed driver for the motherboard and GPU. I would like to get help in resolving the problem of my GPU getting such low usage as i have seen benchmarks from people with similar setups, getting almost 100% usage on their GTX 1050 Ti's. I am by no means an expert and would appreciate any advice given.

(Forgot to mention that nothing has been overclocked and was kept stock as it came out of the box)

  1. Do you have V sync on? with it on the GPU will only use as much power as it needs to provide whatever the refresh rate is. If V sync is off then it should perform at 100% or to a high usage at least. But then CS is generally limited to 150/300 FPS or whatever in its default state.

  2. - load times is the cause of using a harddrive instead of a ssd, this has nothing to do with your graphics card.
    - csgo in a cpu intensive game, 30% sounds normal for csgo.

    I have just turned off V sync off from the Nvidia Control Panel as CS:GO doesn't have that option and have gotten the same results as before, where GPU usage is under 30%. I also forgot to mention that due to the low usage i am getting no more than 70 FPS and random FPS drops throughout, which is very frustrating knowing what this rig is supposed to be capable of.

    - i am aware of the fact i need an ssd an i am currently saving money for that.
    - i cannot agree with you on this one unfortunatelly as i have seen multiple videos and benchmarks of people with the same setups getting 100% usage on their GPU's and around 50-60% on their CPU's on CS:GO easily sitting at around 250 FPS, whereas i am getting around 50 FPS, which is very unusual considering the parts i have.
