Solved

DVD-R is not read by my PC but plays fine on Sony & Samsung BD players.

I have a DVD-R with my wife's family home movies recorded to it. It will play fine in my two BluRay players, but is not even recognized by my newish Dell 8900 XPS with the Dell HD-DT-ST DVD+-RW GHB0N A1CO burner and my ASUS Blu-ray/HD-DVD BW-12B1ST added to the Dell.

Win10 updated,
CyberLink Media Suite with all the packages,
VLC tried

DVD drives work fine on everything else I have put into it lately.

This is the media report from VSO Inspector. The scan worked and shows all green.

Any ideas? I see posts dating back to 2005 showing similar issues, on Dell.com and other sites including here.

Thanks all...

Hello blukens, using your admin account, go to Window Settings / Devices and click on Device Manager at bottom of page. Open DVD/CD-ROM Devices to reveal your Optical Device(s). Right click on specific optical device to look at Properties / Driver / Driver Details. If driver is the default cdrom.sys, return to Driver and select Update Driver. Win10 plug and play should download the optical device's specific driver. If not, you may have the Windows 10 (x64) Version 1607 operating system which requires optical disk drivers to be digitally signed by Microsoft? Kind regards.
