Computer freezes at seemingly random times, takes multiple restarts to fully boot.

Computer will completely freeze (all video and audio stops) at random times. Happened the most when playing Dota 2 but happened once during Arma 3 and a few times when browsing the internet. Ill restart then my case and GPU LED and fans come on but my KB/M wont have power and my monitor is blank as well (doesnt come out of power save mode). After restarting anywhere from 2-10 times it will boot normally and work just fine. I am pretty sure its not a overheating issue as my CPU never goes past 52C during gaming and my GPU is 70 at the highest during max load as well. Im not sure if the freezes are related to the startup issues because very rarely I will have to restart a few times to fully boot even if I dont crash. I've ran memtest and the RAM is fine.
Specs:
CPU: AMD Athlon X4 860k (No OC) GPU: XFX Radeon RX470 4GB MOBO: Gigabyte GA-F2A68HM-H RAM: G.Skill 4GB DDR3 PSU: EVGA 500w SSD: SanDisk SSD Plus 120GB HDD: Toshiba 1TB

you can try moving your ram to different slots and testing them one at a time. windows also has a built in memory test

    mem test instructions here: https://technet.microsoft.com/en-us/library/ff700221.aspx

second thing that comes to mind is power supply. you can never be 100% sure without using another power supply to test, even if you have a tester. i think your best option would be to buy a better power supply and hope it resolves the issue. the one you have is pretty low quality.

    recommending this power supply: https://pcpartpicker.com/product/nB3RsY/seasonic-power-supply-s12ii620bronze

those are the most likely issues, but it may require testing and isolating additional parts.
