PCI-E voltage is unstable

Guys i have pc with this information:

Cpu: Intel® Core™ i7-6850K Processor (15M Cache, up to 3.80 GHz)
Graphic Card: GeForce® GTX 1070 G1 Gaming 8G
Ram: Corsair Vengeance 32GB (2x16GB) DDR4 2400 MHz
Power: GREEN GP850B-OC+

But my graphic card smart power LED indicators always blinking and with some research i found in gigabyte website that say:
Be alert when PCI-E voltage is unstable with the smart power LED indicator.

What is the problem with my card?

    My initial thought is that it may actually be your PSU and not your GPU. I am not familiar with Green PSUs for I am in the states, but after some research, they seem to have all the necessary considerations (80+ Silver efficiency, etc...). My thought is to either get your PSU tested, or simply borrow another PSU from a friend and see if you get the same warning. This will tell you if it the PSU that is causing the issue. If the PSU tests fine, or if you get the same warning with another PSU, then it may be something in your GPU, but I would start with the PSU just to rule that out.
