My EVGA GTX 1060 3GB Single Fan has bad performance.

I have done numerous tests now in Overwatch and GTA V, and I have noticed that my gpu usage was between 40% and 55%. I did some research and set my power management mode to prefer maximum power in the Nvidia control panel and also fully disabled vsync in the Nvidia control panel. Then gpu usage incresed to high 60's to around 90%. Is this normal?

My specs:
Processor : Intel i5 4690
Graphics Card : GTX 1060 3GB
Motherboard : ASUS H81M-K
RAM : G.SKILL Ripjaws X Series 8GB DDR3

    yeah that is. with vsync on it limits how fast the GPU can render and turning on maximum power mode in nvidia control panel forces the GPU to render at it max power when ever possible. point being turning off vsync alone would increase your GPU usage and changing to max power setting adds does this as well.
