Getting 30-60 fps on Steam games (such as CSGO) with a GTX 970

Hey chaps.

I've been racking my brain around this one for the past 2 days. Out of nowhere, all of a sudden, all my steam games started running between 20 and 60 fps, no matter which game - Counterstrike, which used to run at 300-400 fps, is now constantly skipping between 30 and 60 fps, hardly ever going up. My other games, which ran at 60fps capped (Vsync), are now playing between 20 and 50 fps, the entire time... I've even formatted my PC, redownloaded all drivers and tried to downgrade drivers too - I've also tried turning off steam overlay ins team, as well as turning off the integrated graphics in the BIOS features, to no avail.

My specs are:
GPU: Gtx 970
RAM: 8gb
CPU: Intel i7 4770k @ 3.5GHz
Bear in mind, none of this has happened before, and all my games were running perfectly.
Please! If anyone has had this issue or may know how to fix it, please get back to me!

  1. It could be a hard disk issue, maybe its not reading things as well now and that would cause fps drop. Does this only happen in steam games or have you tried others like from origin or any blizzard game?
  2. It doesn't do it for any other games that are non-steam and on the same hard-drive - it only does it for steam games - that's what we don't understand, and can't seem to figure out

    Steam can be so screwy sometimes i dont even understand. You've probably already done this but maybe try reinstalling the steam client completely and try verifying game files of a few games you have the issue on to see if steam is messing with their files. If it only happens with steam games then it doesn't seem likely that its a hardware issue. Try another steam account as well to see if maybe any settings were screwed up in your steam profile somehow.
