In what way do you want recommendations? If you're asking where to get a cable, they can be found from most sellers of computer components, such as newegg....like here http://www.newegg.com/Product/ProductList.aspx?Submit=ENE&DEPA=0&Order=BESTMATCH&Description=PCI-e+riser+cable&N=-1&isNodeId=1
If you're asking how to mount the card and be able to connect it to your monitor, well you'll have to figure that out for yourself.

I'm asking if there is any PCI-e riser cable that would be the best choice in terms of the lowest amount of performance loss.

Performance loss is going to be minimal, if any at all over such a short length.
Ok, just found this page, seems there isn't much in it http://www.overclock.net/t/1427731/pci-express-extender-cables-benchmarked
