connecting internal USB 2.0 header via USB 3.0

For my pc build, i realized that i don't have enough USB 2.0 headers. for this reason, i plan on getting a PCI-E to usb card. however this card has an internal USB 3.0 header which i do not need. Can i use a 19 Pin USB3.0 Female To 9 Pin USB2.0 Male adapter cable to plug in my usb 2.0 header cable from my case?

Will this even work? I am really confused.....

Yes you can but if your case has USB3 connectors why not use them ? USB2 devices work just fine in USB3.
