  2. Xbox 360 with the gamepad keyboard is as close as you'll get to playing games for $200
  3. As far as 'PC-based', I'd build off a raspberry pi + cheap monitor and accessories. Could play browser-games and some very basic things like tetris.
  4. Personally, I'd look to buy an old one off someone who is building a new one.

    Yes but then again for people who have Old Windows copy or can get get Old Windows key from local retailer for a deal can have it. It depends.
