CPU Core Speed stuck at 0.80GHz (i5-6600k)

Hi, I've just built my first computer and no matter what I try the core speed of my cpu won't exceed 800Mhz. I've updated the bios to check that's not the issue. Power options in the windows settings are high performance so that's not the issue either. The core speed is the same when the PC is idle, and when I send it through stress test or run games.
According to cpu-z, the bus speed is 100mhz and the multiplier is 8-45, but it seems to be stuck on the 8 multiplier regardless of what the pc is doing.

The spec of my pc is:
i5-6600k
16gb (2x8) ddr4 3000mhz RAM
msi gaming m5 z170 motherboard
corsair 750m psu
gtx 1070 msi gaming x 8g

    New to this, what are c-states and what should I be checking in them?

    Yes the heatsink is installed and the attached fan is plugged into the port marked CPU FAN 1
  5. Check if C-states are enabled (it will be in the CPU section of the UEFI). C-states are basically settings that tell the CPU what clock speed and voltage to run at based on usage. Normally, disabling these would result in the CPU running at full throttle all the time, but if there's a problem with them it might cause your issue too.

    I've disabled C-states in the bios and the core speed is still locked at 800MHz

  9. Hmm, that smells... Try reseting bios to default... there is no way this cpu should be run at 1.32V on 800MHz.

    C-states re-enabled, following bios reset cpu multiplier is on "auto". CPU still not exceeding 800MHz
    CPU-z is now showing:
  11. Try manually setting the multiplier to 9 and see if it goes to 900MHz under stress.

    Seems like this only changes the upper bounds of the multipliers. The speed is still stuck at 800MHz, but the multiplier now shows 8-9

    Well, at least some good news... this almost starts to sound like your Windows installation went crazy...

    Did you do fresh installation or just taken disk with installed OS from some previous machine? What Windows version do you run?

    I'd try running "sfc /scannow" from admin command prompt, maybe even full reinstall if the problem persists, just to eliminate possible software cause. But don't be so hurry with that reinstall, perhaps Mr Kagouris has better idea.
  15. I originally used the HDD from my old machine, exactly as it came out of the old one, and was noticing this issue. So I did a fresh install of windows this morning, having wiped the disk beforehand, and discovered the issue had followed me.

  16. Hmm, something seems to be off here. From what I can tell it seems power stepping isn't working properly. Try monitoring with CPUID HWMonitor after loading optimized defaults in the UEFI.

    Looking through this link I saw the bit about a slow mode switch on the mobo. I checked this and lo and behold mine was switched on, unsure when or how but it obviously got knocked as I was putting all the bits together.

    Thanks everyone, for your help, I'm not seeing the clock speeds I'd expect.

    hey, we have same laptop, I also try reset pc and downgrade bios but still no luck, I got full unlocked bios 209 changing every possible setting still nothing
