V-sync, screen tearing and stutters

I built a PC with the specs below:

i5 6600k CPU
16gb (2x8gb) DDR4 2400Mhz RAM
Asus Z170i motherboard
Samsung 850 Evo 250gb and 500gb SSD
Windows 10 with latest update
BenQ 24 inch 1920x1080 60hz screen

I tried the Forza beta and I get really bad screen tearing so I have to turn on V sync. With v-sync off I get high fps like over 100, sometimes up to 120. I assumed when I turned on v-sync I would get a fixed 60fps but it varies, going from 60 down to 55 sometimes and it just doesn't look smooth. Does anyone know why my GPU seems to do this?

    That's how it works. Having a higher fps than your refresh rate would lead to screen tearing and using vsync causing stuttering.
    You can try using Nvidia's Fast sync option which aims to reduce stuttering and tearing.
