I tried the Forza beta and I get really bad screen tearing so I have to turn on V sync. With v-sync off I get high fps like over 100, sometimes up to 120. I assumed when I turned on v-sync I would get a fixed 60fps but it varies, going from 60 down to 55 sometimes and it just doesn't look smooth. Does anyone know why my GPU seems to do this?

That's how it works. Having a higher fps than your refresh rate would lead to screen tearing and using vsync causing stuttering. You can try using Nvidia's Fast sync option which aims to reduce stuttering and tearing.
