Using TEC/Peltier with heatsink is safe for processor?

  1. Depends how cold you're gonna go. If you want to do sub-zero cooling, you will need to do some special preparation to make sure condensation doesn't get on the nearby electronic components.

    Look up sub-zero CPU cooling. The entire CPU area needs to have almost no contact with air, so most people add thick insulation around the CPU, cover the back of the socket and parts of the exposed socket itself with insulating material, fill the socket with dielectric grease et cetera.
