bad fps after new mobo and cpu

i just replaced my cpu and motherboard and case. i got a AMD fx-8350 with a MSI 970 gaming motherboard. my games are running at like 60 fps on low and i even have a gtx 960 FTW. my friend has the same build every part but his runs perfect. i have updated all drivers and reinstalled windows. what can i do to fix this.
PC specs:
AMD fx-8350 (8 core)
MSI 970 gaming motherboard
Gtx 960 FTW 4gb
8GB ram
500w psu

  1. Is the CPU running at its full frequency or is it stuck at 1.4 GHz? If stuck at 1.4 GHz, check the Slow-Mode switch on the motherboard.
  2. no the cpu is running fine
  3. If the CPU runs at 4.0 GHz when stress tested, then swap the GPU with you friend to make sure that isn't the issue.

    what sucks is that my friend does not live near me! what i tried was the OC genie in the bios it like overclocks it for me annd my games run better but its very loud and i have a stock cooler. what i think it is the GPU but why would it be the gpu because when i plug it into my old my it ran fine

It's somewhat difficult to determine what's wrong because you didn't yet provide a picture of the AMD Overdrive thermal margins while stress testing the CPU and no picture of of MSI Afterburner or a similar tool while running a GPU stress test like Furmark Burn-in test. Something is not running at full speed, but you need to determine which one it is.

    i figured that the gpu was running clock 365 mhz so i overclocked it now its running at 1300 mhz

    It doesn't make much sense that a new CPU and motherboard would change the GPU clock speed.
