How can I use my digital copy of Windows 7 on my pc that has no os?

I'm sure this question has been asked time and time again, but I just want to clarify. I read that you can buy a digital copy of windows and download it to a usb or cd and then use that to install windows on a new pc. Is that true? And if so how would I be able to do so?

    You will be given a link to download an ISO file and you can use Microsoft's USB tool to make an bootable USB - https://www.microsoft.com/en-us/download/windows-usb-dvd-download-tool

    Well I've got a couple options, MMOGA, who I've purchased items from before, not an OS tho, but they have been reliable in the past. Or I could purchase one from the people who supply the computers for all the schools in my area but for that I'd have to wait until Monday since they're closed on the weekends.
