Computer being slow. No clue why.

My PC is being super slow and laggy and I have no idea why. I did a hard reset on my PC to see if it could be fixed that way. It didn't work. I have no malware or viruses. I've removed all the dust from my PC. I just have no clue what it could be. Maybe graphics card issues? IDK,
PC Specs:
Windows 10 64-bit
Intel core i7-6700 CPU @ 3.40GHz
16.0 GB Ram
AMD Radeon R9 390 Series

  1. Look in task manager and see if there are issues with memory or CPU usage. You can also check CPU temperature to see if it's throttling.

    I looked at my Task manager and ran a few tests. I stress tested my CPU and when at 100% the temp is still about 26 Celsius
    So my PC is running at like 20% CPU usage and still lags but it isn't over heating. So I don't know what it could be. .
