Low frame rate and low GPU/GPU usage. (GTA V)

Hey guys, I've been playing GTA V for a couple months now and have been seeing some weird frame rate issues, in less taxing areas the GPU usage is fairly high and giving me 80+ FPS, but as I move into more taxing areas, the GPU usage drops causing the frame rate to drop.

OS: Windows 10 Home
CPU: FX-6300 OC'd to 4.1GHz
GPU: GTX 960 4GB Strix
RAM: Apotop 4x2GB @ 1600MHz
PSU: CX600M
Motherboard: MSI 760GM-P34
Storage: 1TB Toshiba HDD.

Power management/options? I have my power options set to high performance in control panel and "Prefer maximum performance" in Nvidia control panel.
A lot of other odd/small fixes I've tried that I don't remember and aren't worth listing.
Yes, I know there is a lot that could and probably should be changed about the system, I'm planning on getting new CPU/MOBO/RAM, but I'm young and don't have the money right now.

    you dont have the cpu power to be running things like population density at max


    lower pop density to 70%

    pop variety to 70%

    distance scaling to 70%


    lower settings, like shadows to soft and grass to normal
  2. Wouldn't my CPU usage be higher if that was the issue? And at times my CPU is at 70% on it's highest core and my GPU is at 80%-90% usage, and when it starts to lag they both seem to drop a fair bit in usage. Also, the issue is in GTA Online as well as single player, but I mainly play online. Now, correct me if I'm wrong, but the sliders shouldn't change what I see in GTA Online, otherwise someone on lower settings would not see the same cars and pedestrians that someone using maxed out settings would, correct? In ETS 2 (Non-steam demo), they both seem to hover around 50%-60% usage, but I'm only getting 40-60 fps.
