[URGENT] Computer being ultra slow after power cut!

Hi! I've experienced this problem a "lot" of times by now, but it's driving me nuts...
I am not certain that this is the reason it's cause but I'm 99% sure since it happens everytime the PSU loses power / there is no power going into the PSU, I just had a power cut in my house and my computer can take about 3-4 mins to start and when I open a window or what ever, I can see it going up and down (link below)

I would really love to solve this problem since it also happens a lot of times when I go to a LAN, because I move my computer = there is no power in the system.
I'm not certain whether it's caused by the PSU not having power connected or the Motherboard or if it's another component that struggles without power, but I've only seen it occur when there is no power going into the system.

GPU: ASUS GeForce GTX 780 3GB PhysX CUDA x2 SLI
CPU: Intel i5-3570K, 4 x 3.40 Ghz (3.80 Ghz Turbo)
System: Windows 7 Home Premium 64-bit
Storage: 1 TB, 7200rpm and samsung 850 256 GB SSD where OS is located
PSU: Cooler master v1000 gold edition

*EDIT* As always, I can fix it by just restarting the computer a couple of times, but it still annoys me that I have a "broken" system that fails when power is not connected.

  1. Either your PSU got damaged, or your SSD or HDD did.
    I would suggest you health check your HDD and SSD first of all. Was the rig switched on during the power outage?

    No, the rig wasn't switched on during the outage, it was shortly. my SSD and PSU is bought "recently" (in 2015) and the HDD is about 4 year old, but how do I make a health check of my SSD and HDD?
