CPU voltage wont go over .85

i installed a new motherboard yesterday(the msi 970 gaming-r) and i tried after i tried it out for a bit i noticed i was getting a little lag and i check my clock speeds i noticed that the voltage was capping at .85 under load or not. http://i.imgur.com/m1SYo22.png i tried the oc genie thing but i turned it off to see if that would fix anything but im stumped on what to do.
Edit:i changed it through the bios but still voltage : .85 and x7.0

  1. You have underclocked the CPU to 1400Mhz. That's barely above idle. Change the multiplier to x18. That will bring the frequency up to 3600Mhz.

    thats the problem i haveit to x21 in the bios but it changes nothing

  5. What is the software that you have displayed in the screen?

    The panel on the right shows that you have yet to apply the changes you want. I do not use that motherboard or software.

    the cpu should be running at x21 on the bios any everywhere else i checked it just doesnt, the msi command center and cpuz, jsut because i cant screenshot the bios
  7. What happens when you set the BIOS directly? Did you use ALL CORES?

  9. Do something that will put load on the CPU and have CPUZ open to see what is happening. If you are just sitting idle it is going to be at low voltage and low frequency to save power. That is AMD Cool 'n' Quiet.

    i opened up my benchmark software and it the speeds never went up and i also realized that my gpu clock was also strangly low, im pretty sure that its the mobo thats doing this. i checked my gpu clock and it is only going up to 550 mhz

    how can the power option effect the cpu voltage, the cpu frequency, the gpu core clock and memory clock
