Can i control 2 computers using 1 keyboard and mouse?

a while ago i built myself a new PC and put my old one aside but i thought of using both of my computers with my 1 keyboard and mouse
my primary PC (new one)is connect to the network via WiFi adapter and my secondary PC (old one) is completely offline
is there any Program\software that allows me to use both my computers with one keyboard and mouse?
also i'd like to connect my secondary PC to my primary one using ethernet cable
i'm pretty sure i got ethernet cable somewhere in my room

Primary PC: Windows 8.1 Pro 64Bit
quad core CPU
8GB of ram
and a highend graphics card
secondary PC: Windows 7 ultimate 64Bit
dual core processor
4gb of memory
and a lowend graphics card

    You can control your old PC using Remote Desktop.
    To use it, you need to be able to connect from your new PC to your old PC using network.
    You can connect your PCs with an ethernet cable, but you will probably have to set up static IPs on ethernet adapters that won't conflict with your wifi network.
    After confirming that the network is working fine, just set up Remote Desktop Server on your old PC and connect to it from your new PC using Remote Desktop client.
