Experiencing stutters on GTA V for PC. My computer should be capable of running this game at 50-60FPS on High yet I'm getting

I see a lot of benchmarks and user feedbacks stating that SINGLE GTX 680's can get a consistent 40 FPS on High Settings. Yet my dual 760's get an average of 20-30 FPS. I've tried running chkdsk to see if it's my HDD, I've tried putting settings on low, I've tried optimizing and nothing seems to work. Can it be an OS Software issue? would reformatting help at all?
I've ran memory checks to see if my RAM sticks are good, they checked out fine.. my HDD seems to be fine. And my GPU's are working perfect on other games as well. Any suggestions?

i7-4770 Processor
16gb of RAM
Dual Nvidia Geforce 760 GTX (SLI Mode) 2gb of VRAM each
64bit Windows 8.1

  1. Try disabling SLI?

    Latest drivers?
  2. You only have 2gb vram, at higher settings you will be running out of vram
  3. When you run sli vram does not stack so 2gb + 2gb does not equal 4gb, it still acts like 2gb as both card have to store the same information.

    So when GTA V recognizes it and says I have a total of 4gb of Graphic Usage in game It's a misunderstanding?
    When I run it in SLI the Graphic Settings in GTA V double up to 4gb
  5. Yes, GTA is wrong.

    It's well known SLI/XFIRE don't combine the GPU ram, just mirror it.
