GTA V low gpu usage (fixed)

I have 2 GTX 970s and an i7 4770k and was getting wonderful performance at the start of the game with even 50-60fps with every setting maxed even advanced settings at 3840x2160 but with no msaa and fxaa enabled.

but when I got to the part where Franklin first drove the car the performance tanked.
I lowered the resolution to 2560x1440 and even then it was dropping to 18fps.
I checked my gpu usage and it was only around 30% on both GPUs when the fps tanked while driving.
I tried turning off all the advanced settings and still the performance was around the same while driving.

I check vRAM usage and it was only around 3.2GB of vRAM so I am not sure what is wrong.
I made sure the GTA launcher file wasn't the issue like people mentioned with it being the CPU hog.

Is anyone else having this issue?

More about gta low gpu usage
  1. Maybe a temp issue? Either CPU or GPU might run hot.

Nope my temps are around 66C for the hottest GPU and 53C for the CPU.
  3. Nevermind I did some google searching and found a fix with some Nvidia Inspector tweaks.
The game now runs a smooth constant 60 when driving fast through the town at max settings even with advanced settings maxed at 1440p.
  4. Could you please tell me how you fixed it. Im having the same problem.
  5. I'm having this exact issue running two titan x cards in sli. From what I've read you can tweak settings in nvidia INSPECTOR per issue #8 here:

I'm going to try this when I get home. I hope it works! Been playing without sli due to this issue.

Without sli I get a steady 40-50 fps I'm 4K with everything maxed. Sli causes massive stuttering and fps fluctuations from 20-60 fps constantly. I really hope this fixes this problem!
