Low GPU and CPU Usage (Less than 50% all Games)

About 5 months ago I purchased a 970 for my system build and kept my i7-3770 and noticed that when I put my system together I did not get the results I expected. After I was finished with all the hardware in the system build I had some help with installing drivers and windows and noticed that as soon as I got the computer I handled farcry 4 at 60 fps no issue. A few days after the build was complete I noticed that I constantly got 20-30fps on my system and noticed that with every game I put to it that there was low fps. At first i believed this to be an issue with graphics drivers and quickly ruled out that it was not an issue with the gpu, so updated bios: no change I soon became fed up and RMA'd my gpu and got an entirely new one. While this was going on I used my gtx550 that had done me well in the past but noticed that it performed much much horribly than it once did. This is when I began to think that there was a problem with my system altogether. My GPU arrived and I noticed no change but around a week ago I booted up my system like I normally do, and noticed that my GPU was back to its first state where i got great performance on anything I threw at it. This happiness was short lasted when I started playing games after putting my computer to sleep and noticed that my GPU usage is 40% and my CPU around 35% usage average. I looked all over toms hardware and other websites where many faced the same issues as me but the problem never got solved. The weird thing is that although any game that i played had low cpu and gpu usage, many benchmarking programs like Furmark and Unigen Heaven for my GPU and CPU stress tests maxed usage for both. After looking at these various methods to solve it I set my power options to high performance when it was normally at some SSD performance setting (I didnt think this would change anything and only used it as a precaution), and when I went to games like League of Legends or ArmA 3 I noticed that my frames were back to normal and so was my GPU/CPU usage. Once again, after 2 days of playing games and enjoying myself I set it to sleep, went to bed, woke up and launched my games and found that GPU usage was horrible as well as my CPU usage. I'm beginning to think that putting the computer to sleep is the problem or maybe just a coincidence but I would like to fix this problem as soon as possible.
I have gotten advice to Reinstall windows but I do not have another disc and I dont wanna jump the gun. I do think that it could be very well a corrupted version of windows itself but Id like to ask the reddit community what they think the problem might be

GPU - EVGA Nvidia GeForce GTX 970 Superclocked
Storage - 2TB Seagate Barracuda 7200RPM, 250GB 840 Evo
OS: Windows 7 Home Premium (64-bit)

  1. Check task manager-processes, watch it for a few minutes and see if anything is running a constant usage, all those processes should be returning to 0 except for idle process which should be running @99%
