GIGABYTE GA-78LMT-USB3 USB devices do not work, and can not boot from USB flash drive?

So, I have a GIGABYTE GA-78LMT-USB3 motherboard in my new computer I just built. None of the lights come on, on my keyboard, mouse or flash drive that I want to boot with to install Windows. When I start up the pc, it says something about IDE port (Sorry, can't check what it actually says at the moment) and then gives me a disk boot failure and tells me to insert system disk and press enter. A PS2 keyboard will work to navigate to bios and boot devices, so is there anyway to boot from my USB flash drive, or do I need to find a CD drive and a disc? I would appreciate some help.

    The USB functions are already enabled by default in the BIOS, so all you have to do is either change the first boot device to USB-HDD or better yet use the F12 Key to manually boot the USB Flash drive.

    When the BIOS starts to Post, press F12 a few times > this will access the BIOS Boot Menu > select USB HDD > Select the USB Flash > Start the installation... before this, make sure you have connected the USB Flash drive to a USB 2.0 port... USB 3.0 will cause issues before installing the USB 3.0 drivers.
