Stock Intel cooler fan control

Hey guys just wondering if anyone has any idea how I can get my stock fan to spin up faster to cope with higher CPU temps I have an i7 930 and using the open hardware monitor (I cant find another program to monitor the fan speed with) its not even breaking 1K rpm and the CPU is hitting 100c in simple CPU stressed gaming ie battle field 3 or even BFBC2 I can finish 1 map and alt tab out the max RPM seems to be 960RPM and the temps are spikeing to 100.
I know its not in the best of cases for breathing but it has enough fresh cool air (its winter here in aus so ambient temps at night where I am is like 10c or less) I know the heatsink is seated properly and I recently redid the thermal compound and it has seemed to help a bit as the ave temp of the CPU is now ~10c lower than before regrease but im concerned that there is a problem with the fan or worse the fan controller.
According to the magical interwebs on numerous sites the fan should be good for well over 1000 RPM .......

HELP PLZ!!!!

Update: about my system it is:
i7 930 running 2.8 or 2.9 (stock boost speeds)stock cooler (unick thermal grease)
X58A-UD3R mobo
corsair CMX4GX3M1A1600C9 4GB x3 (12GB total)
some generic type case with a 80mm side vent above CPU with cold air intake/funnel thing over the CPU cooler

ok so apparently with the PWM set to 100% I get ~2000rpm and it saves it from topping out @ 100c for ~15 sec so yea no major gaming until I get a new cooler thanks guys :)
