  1. It can but to run gtx 660 you need a 450w watt psu. Unless it's a good quality psu I wouldn't recommend to use gtx 660 with 400w psu. So can you tell me the full name and the rating of your psu?
  2. Technically you could be fine. How many amps does your psu have on the +12v rail(s)?
  3. A Geforce GTX 660 needs at least 24 amps on the 12v rail and a 400 watt - 450 watt power supply.

    Depending on the rail and the quality of the PSU you may be ok.

    your card consumes a max of 124 watts
    your cpu has a tdp of 125 watts
    your chipset/memory tdp is no more than 80w
    this is 329w you didnt list the make/model of your psu but i doubt it will run a 660. also one 6 pin pcie psu cable to power the card and i doubt that a 400w psu has that either. do you have a budget for a new psu?

    this one is 50 dollars and would be great for your system and is tier 1 and quality build

    My PSU is a sl- f400 that's all i know
  6. It has 2 rails of 12v1@14A; +12V2@15A;

    It will run a 660 with your system.

    Here are your rails/voltages:
    +3.3V@30A; +5V@28A; +12v1@14A; +12V2@15A; -12V@0.8A; +5VSB@2A

    You should upgrade your PSU anyways because it is unreliable. The brand is not good and using a wattage that will barely make it is risky. Is it possible to use a GTX 660 on it? Yes. If you have the spare cash I would invest it in a better PSU (preferably Corsair or Seasonic, although there are other good brands out there too).

    this is your psu

    it says if you add the rails there is 29a
    your setup at full load with card is 27.42a
    aince this is a cheap psu and is likely not pushing what it is supposed to i doubt your setup could handle a 660
