Well it's good to hear that your motherboard works.
Make sure CPU 4/8 pins, ATX 24 pins, and CPU Cooler fan 4 pins are plugged in securely
Boot the PC without anything other than CPU/MB/PSU connected, you should hear beeps.
Boot the PC with the above and 1 stick of RAM along with video cable connected from rear panel of the motherboard (integrated graphics) to the monitor.

After trying your prescription, the system powered on, but there was no beep at all. Instead, the DRAM LED and Q_code 26 lit up - this was true both times (the memory stick was in the recommended A2 slot).
Also: the EATX, ATX, and CPU fans pins are all plugged in securely.
 Nevermind! I'm a dunce and didn't make sure the memory was seated properly. Once that was done, the computer booted, I heard a single beep, and Boot_Device LED and Q_code 99 (Super IO Initialization) lit up.
