Low CPU/GPU Usage and Low Framerates

Hello,
I've been trying to solve this problem for quite some time now and it's really getting on my nerves. Title of this thread states the problem. Considering my rig I consider drops in BF4 to 30 fps and drops in League to 50 to be terrible considering I game on a 120 Hz monitor.

I am using a gtx 780 ti and an i7 950 OCed to 3.36 GHz. Since it is a 4 core, 8 thread CPU I monitored each thread and usually the most a thread reaches is about 75% usage, but averaging 40-50% usage in graphics intense games. My GPU fluctuates from 30-60% usage depending on the situation. When I am in a non-graphics-intensive area, the GPU usage will actually go up and get good frames (100+ since I am on a 120 Hz monitor). But other times the usage will dip way down where it should really be trying even harder because of multiple explosions or something.

The main games I noticed this in are BF3 and now BF4 since I finally purchased it. However, I was playing some League of Legends today and my frames dropped as low as 50! I'm pretty sure this CPU/GPU should run League at max always at 120 fps.

Notice how the fps drops to around 45, yet the GPU is sitting at 55% usage and no thread is even above 80% usage on the CPU.

I have tried fresh installs of GPU drivers, used old drivers in case new ones were buggy. This problem also occurred when my CPU was at stock 3.07 GHz which is why I OCed it to 3.36 GHz but it did not help. My temps throughout this whole process have been totally fine. The 780 ti is nice and cool, and I have an aftermarket fan for my CPU so it's also nice and cool, so it is not downclocking to cool off.

Please help me figure out what could be causing this problem! I am desperate! The last thing I will try is a fresh install of Windows 7, but I am dreading that because I have only semi-decent small town DSL so redownloading my programs will be a pain in the arse.

Other perhaps relevant info:
I have 18Gb of RAM since this is my music work computer also
I have a 240Gb SSD with these games on it
MoBo is a Rampage III Gene

  1. Quick update--I updated my MoBo BIOS today and it has not helped the problem at all. My GPU usage is still very low while my CPU is not even reaching past 80-85% usage on a single thread at any given time. It's very strange because in an area that would obviously require much lower graphics processing, the GPU usage goes up to those areas until I achieve 120 frames per second...

    Same issue i have hd 7990 and core i7 3770 any solution ?
  3. Check a benchmark tool like 3dmark. They are designed to use your components as much as possible. Compare your benchmarks in 3dmark and in games to official benchmarks. Do you get any different results?

    If you are still seeing problems, I can tell you that typical issues are driver problems or sometimes overheating. Other than that it is really hard to tell without being there and being able to experiment on the system.
  4. Benchmarking in Unigine Heaven 4.0 seemed to yield totally expected results, maybe even slightly better average FPS. It did have a lot of FPS drops for a second, though, each time it loaded a new scene. At its worst, it dropped down to about 9 FPS, then got back up in about 1 second or less even. Maybe that kind of stuttering is expected, though in those heavy duty benchmark programs.
