I bought a 650Ti vid card a about a year ago in an effort to try and extend the life of my old PC. Now I think it's time for a rebuild (looking to spend $800-ish on an i5 4670, good MOBO, 16GB DDR3, and one of the vid cards mentioned below).

BUT - I'm not sure if I would be better off buying a new GTX 760 vid card vs. buying a second 650ti to run in SLI mode with the one that I already have.

Any thoughts on that?

I would get a GTX 760. Less power consumption and its a bit better then 2 650 Ti's. And SLI wont always work flawlessly. Some games don't like SLI. You might want to look into getting a R9 280x. It's an amazing graphics card for the money. It's a little pricier but its totally worth it. But I would go with the GTX 760 otherwise.

Me too. Personally, I'd rather have 1 powerful card rather than 2 in SLI.

For me, 1 card means less chances of running into drivers problems (SLI is not always as stable as one card). Also less heat released in the case, less power consumption, etc...

760, especially since the standard 650 ti doesn't support SLI. The 650 that supports SLI is the 650 ti boost.

Thanks for the input all - I will look into the R9 but I have been a loyal NVIDIA customer ever since I had an $800 ATI AIW 9800 Pro fail on me (yeah, I have been holding that grudge for over a decade).
