Best solution
well..that PSU will handle sli 770 flawlessly..
A system with Intel Core i7-3960X, ASUS P9X79 Deluxe, 16GB Corsair 1866MHz, harddrive, etc etc and GTX770 in SLI mode just consume 552 watt in gaming mode.

Sooooo...no matter how good is a 650 watt PSU, this is will able to handle 552 watt system, right..?

is the fluctuation ok ? the thing is when in certain menus in game its 3,288 and when in game its 3,264i will keep testing and tell you the results.
btw witch rail is the most important?
absolutely fine..
3.3v will safe within 3% range..3.201v -3.399 v
5v will safe within 5% range..4.75v - 5.25v
12v will safe within 5% range..11.4 - 12.6v
12v rail is main concern in modern psu..
Because almost all component is powered by that rail..

well, there seems to be a problem.
i was playing a game and the 3.3 voltage dropped from 3.312 -> 3.288 ->3.264 -> 3.240.
after about 3 minutes a beeping sound started from the case.
i need to mention that i have a UPS attached to the system.
and i have a speaker mounted on the motherboard, thats where the beeping started to come.
