Dual processor PCI lane allocation

In general, do dual-processor motherboards utilize all the PCIe lanes from both processors? If so, are the processor PCIe lanes allocated to particular PCIe slots hard-wired or dynamically?

    It will most likely vary from manufacturer to manufacturer, but most multi-socket LGA2011 boards source their PCIe lanes from each microprocessor evenly.

    For example, the Asus Z9PE-D16 has 6 full width (16x) PCIe slots, 3 from CPU 1 (8/16/16) and 3 from CPU 2 (16/16/8)
